Rename option missing from 'Refactor This'

If you highlight a variable you get a distinctly different context menu when executing 'refactor this' then you do if the cursor is on the variable but not highlighted!

 

Most annoyingly is the missing 'rename' option.

I have seen a similar problem with VS2010 Beta 2. The rename option is really useful.

     The Rename refactoring no longer works on selection, therefore it's not listed in the 'Refactor This' menu when the variable is highlighted. Thank you!

Is there a reason for this change?  It seems unintuitive and undesirable.
